# Obtaining the status of a person with a war-related disability: who is eligible and where to apply

Being wounded, concussed, maimed or falling ill while defending the country gives the right to a special social status and the related state benefits. The status of a person with a war-related disability is an important form of support for both military personnel and civilians.

We explain in detail who is eligible for this status, which documents are required and what steps to take.

## Who can obtain the status?

Several categories of citizens are entitled to the status of a person with a war-related disability:

- **Military personnel** — persons who suffered an injury or illness while performing military duties (in particular, during the ATO/JFO, national security measures and repelling the armed aggression of the Russian Federation).
- **Civilians** — citizens who took direct part in measures to defend Ukraine.
- **Participants of the Revolution of Dignity** — persons whose health was harmed during the mass protests of November 2013 — February 2014.
- **Participants of international operations** — persons who took part in hostilities on the territory of other states or in peacekeeping missions.
- **Demining specialists** — persons who became disabled while clearing explosive ordnance.

## Confirming the link between the disability and the war

The key step is confirming that the deterioration of health resulted from direct participation in the defence of Ukraine or other circumstances defined by law.

To do this, you need to go through:

1. **A military medical commission (MMC)** — for military personnel (establishes the causal link of the injury or illness).
2. **An assessment by the expert team on a person’s daily functioning** (establishes the disability group and the degree of lost capacity for work).

## Required documents

To apply for the status, prepare the following documents:

- An application in the prescribed form.
- The conclusion / decision of the expert team on the assessment of daily functioning.
- A certificate of direct participation in measures to defend Ukraine (in the ATO, JFO or during the full-scale invasion).
- Passport and taxpayer identification number (RNOKPP).
- Additional documents (extracts from orders, certificates on the circumstances of the injury, etc. — depending on the period of service and specific circumstances).

## How to apply

The law provides several convenient ways to submit the application:

**1. Online (via the Diia portal)**

The application is created directly in the portal. You need to sign in with an electronic signature (e-signature / BankID) and upload the required scanned copies.

**2. Offline (in person or through a representative)**

- **Through an administrative services centre (TsNAP):** administrators will help you fill in the application correctly in paper or electronic form.
- **Through social protection bodies / veteran policy units:** at your place of registration, actual residence or the address in your IDP certificate.
- **By post:** by sending a set of certified documents to the relevant authority.

**Important:** If the application is submitted by an authorised person or legal representative, a notarised power of attorney is required.

## Processing time and possible reasons for refusal

The application is considered within **30 calendar days** of submitting the complete set of documents.

The status may be refused for the following reasons:

- Submitting false information or forged documents.
- No confirmed link between the disability and hostilities / defence of the country.
- A guilty verdict against the person for a grave or especially grave crime.

If the refusal is unjustified, the applicant has the right to challenge the decision in court.
